我国农村环境“短板”根源剖析

摘　　要：环境保护部部长陈吉宁在2016年全国环境保护工作会议上指出,实现全面建成小康社会,亟须加快补齐生态环境突出短板。农村环境保护是环境保护的重要领域之一,亦是全面建成小康社会"短板"中的短板。受城乡二元结构影响,当前全国农村环境形势依然严峻,农村环境保护管理制度尚未健全。本文在识别农村突出环境问题基础上,深刻剖析了产生农村环境"短板"的根源,并系统地提出了加快补齐"短板"建议。Chen Jining,the Minister of MEP,pointed out that it was necessary to accelerate the padded short- board of eco-environment when building a moderately prosperous society would be come true,at the national environmental protection work conference in 2016. The rural environmental protection is one of the important fields of environmental protection,and it is also a short board of the short- boards of building the moderately prosperous society. Affected by the dualistic urban- rural structure,the current situation of the rural environment is still grim,and its management system is built unperfectly. At first,the paper analyzes rural environmental problems. Then the root causes of the ＂short board＂in the rural environment are profoundly given,and some countermeasures of the padded the short- board are suggested at last.
