摘　　要：1917年夏,天津发生特大水灾,600余万灾民流离失所。中国红十字会积极奔走呼吁,筹赈募捐,前后散放急赈、冬赈、普赈和杂赈共达22万余元,承担起恤灾救难的使命。作为一个民间慈善组织,红十字会第一次大规模赈济灾民,救万千灾民于水火,既维护了社会的稳定,又展示了近代慈善团体的巨大潜力和作用。In the summer of 1917, devastating flood took place in Tianjin and more than 6 million vic- tims were left displaced. Chinese Red Cross had actively appealed to raise relief donations and distributed urgent relief, winter relief and miscellaneous relief amount to more than 220,000 Yuan, undertaking the mission of assistance and rescue. The Red Cross, as a non-governmental charitable organization, had relieved thousands of victims in large scale for the first time, which maintained social stability and showed the enormous potential and the role of modern charitable organization.
