高校创业基金服务大学生创业的功能、矛盾及其突破

摘　　要：大学生创业基金在我国正处于快速发展阶段,但其管理和使用绩效还不够高,对于促进大学生创业的作用发挥还不够明显。这主要是由于存在基金的无偿性和有偿性的定位矛盾,有限规模和有效激励的结构矛盾以及专业化运营需求与非专业管理模式的制度矛盾,基金对于大学生创业的教育、扶持和引导三项功能影响受限所导致的。完善创业基金的运营管理,促进我国大学生创业事业的发展应当从扩大创业基金投入规模、优化创业基金使用结构、健全创业基金退出制度、强化基金管理制度建设等方面开展工作。The college students＇ venture capital fund is in a rapid development stage in our country, but its management and using performance is not fully utilized, and its contribution to college students＇ entrepreneurship is not great, which is mainly due to conflicts of fund positioning in the presence of free and paid, structural conflicts between limited size and effective incentives and contradictions between professional operation demands and non-professional management mode, caused by limited function of fund. It is necessary to perfect the operating management of the fund, to increase the fund investment, improve the fund structure, optimize the venture capital withdrawal system, strengthen the construction of fund management system, and so on.
