安倍价值观外交的海权向度解构

摘　　要：安倍价值观外交是安倍晋三内阁在当前国际体系中以西方普世价值观为政策工具来构建"海洋民主国家联盟"以遏制中国的崛起并实现日本在海洋领域战略扩张的外交战略与实践。第一次安倍内阁通过价值观外交在亚太地区创设日美澳印、美日澳、日澳以及日印等四个安全保障合作机制对中国形成多层次、全方位的战略包围并实现日本在太平洋与印度洋上的海洋战略扩张。第二次安倍内阁重启针对中国的价值观外交,在推进日、美、澳、印四国战略合作的基础上积极插手南海问题给中国维护南海主权与和平解决南海争端设置障碍。安倍在亚太地区构建针对中国的海洋军事同盟,从太平洋与印度洋两个战略向度上实现对中国的海上战略包围与遏制态势,在很大程度上恶化了中国的海洋安全环境。The value-oriented diplomacy of Abe is Abe Cabinet's diplomatic strategy and policy practice in the current international system using the western universal values as a policy tool to build'Ocean Alliance of Democratic Countries'which is carried out to curb the rise of China and achieve Japanese strategic expansion in the marine sector. The first Abe cabinet created the security cooperation mechanism of Japan-U.S.-Australia-India,U.S.-Japan-Australia,Australia-Japan,and Japan-India through value-oriented diplomacy in the Asia-Pacific region to encircle China strategically in multi-level,which helped Japan to achieve its marine strategic expansion in the Pacific Ocean and the Indian Ocean. The second Abe cabinet restarted the value-oriented diplomacy against China and actively intervened in the South China Sea issue based on advancing the four-country strategic cooperation among Japan,America,Australia,and India,which set up obstacles for China to safeguard the sovereignty of the South China Sea and to seek for a peaceful solution to the South China Sea disputes. The ocean military alliance in the Asia-Pacific region built up by Abe achieved the maritime strategic encirclement and containment against China from the Pacific Ocean and the Indian Ocean,which largely worsened China's maritime security environment.
