公共体育服务供给中政府与社会的分担机制:基于利益博弈视角的研究

摘　　要：分析公共体育服务供给中政府与社会组织的博弈关系,构建两者的博弈模型,在完全信息和不完全信息两种情况下讨论公共体育服务提供的问题,设计公共体育服务提供中政府与社会的分担机制。结果表明:在供给过程中,各参与主体的策略选择由供给成本和综合效益决定;完全信息下公共体育服务的供给范围相对于不完全信息更大;公共体育服务资源的供给应首先界定政府与社会的供给范围,明确双方的职责,实行以市场为主导,政府为主体,社会参与为辅助的原则,采取政府购买与社会提供相结合的多元供给方式。On the basis of the game theory,the paper analyzed the relationship between government and social organizations in public sports service supply,and proposed a co-operation game model and discussed the equilibrium in the scene of complete information and incomplete information.Furthermore,the sharing mechanism between them was designed.The results indicated that participants＇strategies were dependent on the costs and benefits,while the range of public sports service supply under complete information was wider than that under incomplete formation.In the process of public sports service supply,government and social organizations should clarify their responsibilities and scopes.The best choice was to take the market as the dominance,taking the government as main body and the society as the second main body,integrating governmental purchases and social providing.
