忻州市集中连片贫困区金融扶贫服务情况分析

摘　　要：扶贫开发是国家战略,金融扶贫是推进扶贫开发工作的重要力量。文章在对全国连片贫困地区之一的山西省忻州市金融扶贫服务工作实证分析的基础上,结合人民银行、银监会、财政部、国务院扶贫办等7个部门联合出台的《关于全面做好扶贫开发金融服务工作的指导意见》,就金融部门做好扶贫开发金融服务工作进行了研究和论证,提出了完善金融组织体系、健全风险补偿和担保机制、加强区域金融生态环境建设等相关政策建议和措施,以期对其他连片贫困地区金融部门开展扶贫开发金融服务工作提供示范和借鉴。Poverty alleviation is a national strategy and financial support is one of the driving forces for poverty alleviation work. Based on the empirical study of the financial poverty alleviation work in Xinzhou, one of the national concentrated poverty - stricken areas, this article investigated how financial institutions can carry out the poverty alleviation work better by referring to the Guidelines on How to Fully Carry out Financial Service for Poverty Alleviation Work jointly promulgated by 7 national institutions, including People＇ s. Bank of China, China Banking Regulatory Commission, Ministry of Finance. Consequently, this article puts forward some policy rec- ommendations and measures such as improving the financial organizational system, establishing systems for risk compensation and guar- antee, strengthening the construction of regional financial ecological environment, with the purpose of providing example and reference for financial institutions in other concentrated poverty - stricken areas to carry out financial services for poverty alleviation work.
