摘　　要：发展现代农业,必须高度重视农业科技成果转化工作,充分发挥政府在农业科技成果转化中的角色作用。政府的角色作用在具体的农业科技政策中都有明确的表述,但是农业科技成果转化是一个复杂的过程,相关政策的执行需要一定的灵活性,因此政府介入农业科技成果转化发生角色移位有一定的必然性。政府的"角色移位"实质上是政府介入农业科技成果转化发挥特色作用的一种习惯,是对农业科技成果转化超常规的支持和帮助。政府的"角色移位"需要把握好节点和时机,避免"缺位"和"越位",在政策法规允许的范围内实现灵活准确"移位",形成联动机制,使政府的角色功能进一步得到强化和完善。To develop modern agriculture,we must attach great importance to the transformation of agricultural technological achievements,and give full play to the role of government in the transformation of agricultural technological achievements. The roles of the government in agricultural technology policy have been clearly stated,but the transformation of agricultural technological achievements is a complex process. The implementation of related policies requires certain flexibility,so the government intervention in the transformation of agricultural technological achievements has certain inevitability. The government＇s ＂ role shift＂ is a kind of habit,which is used to transform the agricultural technological achievements into play. It is the support and help to the transformation of agricultural technological achievements. Government ＂ role shifts＂ need to grasp the good nodes and time,avoid the ＂absence＂and ＂offside＂,formulate regulations and policies to achieve flexible and accurate ＂shift ＂within the scope permitted by the laws,and form a linkage mechanism so as to further strengthen and improve the role of the government.
