摘　　要：电子政府信用是电子政府构建亟待突破的障碍因素之一,应兼具平台性和延展性、生态性和合作性、创新性和革命性、公共性和政治性等特征。构建电子政府信用体系的策略涉及多个维度,包括建立统一的标准规范,保障各要素建设、运维和使用信用化;建立系统的法规政策,推进各要素建设、运维和使用法治化;建立严格的管理制度,保障各要素建设、运维和使用制度化;并在上述策略实施中普遍采用信息技术手段作支撑,实现各要素建设、运维和使用的电子化和网络化。E-government credit is one of the impediment factors which need to be overcome during the process of e-government construction, and it has the characteristics as platform and extensibility, ecology and cooperation, innova- tion and revolution, publicity and politics. The strategies for building e-government credit system involve several as- pects that include establishing uniform standards and rules to ensure the credit of all elements construction, running and application, creating systematic laws, regulations and policies to promote legalization of all elements construction, running and application, setting up strict management institution to guarantee institutionalization of all elements con- struction, running and application, and government also needs to adopt advanced Information Technology in above strategies as support widely in order to make all elements construction, running and application in electronic state and on network.
