生态型责任政府建构的契约式路径选择与流程再造

摘　　要：近年来,伴随着经济的高速发展,环境污染和生态保护的问题已经成为当今行政管理实践探索和理论研究关注的焦点。本文从当代中国生态文明建设的背景出发,首先对生态型责任政府进行定位与解读;接着,指出生态型责任政府的契约式路径研究是对保证政府生态责任得到切实追究和落实的重要方式和渠道;最后,在制度建构主义思想指导下,通过对生态型责任政府政治契约的建构步骤的设计,完成对生态型责任政府的"理念—建构路径—流程与制度设计"的一体化研究与解读。Recently, with the high -speed development of the economics in China, the protection of the ecological environment has become a important issue not only on the government＇s practical level , but also on the researcher＇s theoretical research level. In this paper, based on the background of the ecological civilization construction, we first give the definition of the ecological responsible gov- ernment. And then, we argue that the contract path is the most effective choice during the construction of the ecological responsible gov- ernment＇s construction. Finally under the direction of the institutional constructivism, we further discuss on the constructive stages of the ecological responsible government, and put forward a ＂idea-path-institution＂ integrated constructive plan of the ecological responsible government.
