城市社区公共物品供给多重治理逻辑、现实困厄与模式重构

摘　　要：城市社区公共物品供给治理是政府、市场营利性组织、社会组织和社区居民等多元主体协同合作参与的社区建设问题。由于城市社区公共物品供给治理体系中公共理性的缺失和传统科层制痼疾引发的信息不对称,国家、市场、社区等不同范畴下的治理主体在各自治理逻辑引导下走向了非合作博弈,并在传统科层制的控制下陷入"向上负责"、"权责和供需双重失衡"以及"迭绎循环"的低效率公共物品供给困厄场域。立基国家——市场——社区的行为逻辑分析进而建构多重治理逻辑分析框架,厘清城市社区公共物品供给治理中多重治理逻辑关系,在公共理性引导下构建城市社区公共物品多元互动供给治理模式,转变传统科层治理狭隘空间,促进城市社区公共物品供给高效长效治理,推进城市社区公共物品建设可持续发展。Public goods supply in urban community is a community construction problem engaged by government, the market profit organization, social organization and community residents. Due to the lack of public consensus urban in community public goods supply system and the traditional bureaucracy problems caused by the information asymmetry, under the guidance of the different control logic, the state, the market and the community was forced to the non-cooperation game, and under the control of traditional Bureaucracy system into the ＂upward management＂, ＂ Double imbalance of power and responsibility, and supply and demand ＂ and ＂overlapping cycle＂ of in- efficient public goods supply straits field. Based on the analysis of state -market- community behavior logic construction multiple con- trol logic analysis framework, clarify the management of urban community public goods supply in the multiple management logical rela- tionship, under the guide of public reason in the construction of urban community public goods multiple interactive supply management mode, change the narrow space of traditional bureaucracy management, promote the efficient and long-term governance of urban commu- nity public goods supply, advance the sustainable development of urban community public goods construction.
