民营企业参与“PPP项目”的制约因素分析

摘　　要：引入社会资本参与的"PPP模式"在中国得到迅速发展。在各地政府积极推出大量"PPP项目"的同时,地方政府与社会资本签约或落地的项目数量并不多。"PPP项目"自身风险较高、收益不确定、地方政府观念滞后、行为不当、法律法规相互冲突、融资困难等因素制约了民企参与"PPP项目"的积极性。推动民企参与"PPP项目",应从加快法律法规建设、推动地方政府观念转变、拓宽融资渠道、规范合同内容、培育专业机构与人才入手。＂PPP model＂with the introduction of social capital participation has developed rapidly in China. As local governments launched a large number of＂PPP Projects＂,the number of projects with agreements signed by local government and social capital for implementation is relatively small. ＂PPP projects＂have higher risks in their own name,with uncertain return,backward concept on the part of local government,misconduct,conflict of laws and regulations,financing difficulties and other factors,all of which have undermines the enthusiasm for private enterprises to participate in＂PPP Projects＂. To promote private participation in＂PPP Projects＂,we need to speed up the improvement of laws and regulations,shift the concept of local government,expand financing channels,standardize content of contracts,and cultivate professional institutions and talents.
