政策企业家视域下政协提案的政策化研究——基于广州市Y区政协十年提案的分析

摘　　要：政协提案政策转化率的现实情况难以满足我国协商民主多层次发展的需求。为了提高政协提案的政策落实的效率和效果,借鉴"政策企业家"理论,结合广州市Y区近10年的政协提案的采纳率和执行率进行个案的分析和阐释发现,政策企业家是符合政协提案政策化的最佳内在行动逻辑。基于此,可以通过完善政策提案的提交议案机制、加强政协与政府的协商机制、建立和创新界别工作平台以及健全政协委员履职和各级政协组织的互动机制来实现政协提案的高效化实施。The actualization of polity proposal by CPPCC is far from satisfying the demand for multi-layered development of deliberative democracy in China. In order to improve the efficiency and effect of CPPCC proposals,it is advisable to refer to the ＂policy entrepreneurs＂theory,and conduct case studies and interpretations by reviewing the admission and implementation of CPPCC proposals in Y District of Guangzhou City over the past 10 years. It can be found that policy entrepreneur is the optical internal action logic for policy transfer of CPPCC proposals. In this regard,we can realize efficient implementation of CPPCC proposals by optimizing proposal submission system,strengthening consultation mechanisms between CPPCC and the government,establishing and innovating working platforms,and improving interactive mechanism between CPPCC members and CPPCC organizations at all levels in their performance of duties.
