摘　　要：地方本科院校要培养高素质应用型人才,必须避免发展中的"孤岛"现象,坚持走联盟合作、"抱团取暖"、集群发展之路,以此促进学校与社会、理论与实践、知识创新与应用等有机结合。构建战略联盟事关地方本科高校的特色发展、转型发展乃至生存发展。目前,地方本科高校面临着"联盟困境",存在着联盟对象趋同、形式松散、功能单一、效益不高等问题。要发挥战略联盟在地方本科高校转型发展中的支撑作用,必须有效构建校校、校企、校政、校所及国际合作"五位一体"立体式、差异化战略联盟,完善政策制度保障,真正建立起多主体联合协同育人机制。For the sake of training applied talents with high quality, local universities have to avoid the islanding phenomenon in the course of developing, adhere to the strategies of alliance cooperating, bloc collaborating and mass developing in order to promote the integrating of the universities with the societies,theories with practice, and the knowledge innovation with the application. Constructing strategic alliances has an essential impact on the characteristic development, the transformation development and even the survival struggle of local universities. Presently, local universities are facing an alliance dilemma of allies resembling, loosely organizing, unitarily functioning and efficiency lowering. To make the strategic alliances a supporting factor in the transformation development, local universities have to establish five-sided stereo-metric and discrepant strategic alliances of university-university cooperation, university-industry cooperation, university-government cooperation, university-institute cooperation and international cooperation, improve the system of policy guarantee,and set up the efficient multi-agent education mechanism of coalitive synergism.
