摘　　要：乔治·凯勒所著的《大学战略与规划》一书是高等教育规划领域的经典之作。这部作品提出了"大学战略是高等教育管理革命"的伟大命题,该理论命题蕴含着高校管理文化的两次重大变迁:从"垃圾桶决策"到"战略决策"是大学决策方式的根本转变,从"权威决策"到"参与决策"是大学治理理念的价值诉求。目前我国大学战略面临的诸多困境归根结底是由于大学治理中的文化斗争所导致的。这种文化斗争的冲突集中表现为,政府管控文化、市场调节文化、大学自治文化以及师生参与文化之间的力量失衡。因此,未来大学战略规划需要以正式的制度安排和非正式的契约精神作为文化治理的有效手段,以促进大学的可持续发展。Academic Strategy written by George Keller becomes a classic in the field of higher education planning. It puts forward a major proposition that university strategy set off a management revolution in higher education. Meanwhile, the theoretical proposition reveals two big transformations of management culture i. e., the obvious clue is from ＂trash decision-making＂ to ＂ strategic decision- making＂, and the hidden one from ＂authority decision-making＂ to ＂participatory decision-making＂. Fundamentally, those difficulties in university strategic management are the result of cultural struggle in university governance. The conflict mainly shows a kind of cultural power imbalance among government controls, market regulation, university autonomy, and teachers and students participation. In the future, formal institution arrangements and informal contract spirit will be considered as an effective means of cultural governance in university strategic planning, promoting the sustainable development of the university.
