摘　　要：哈佛大学是美国较早开展智库建设的大学之一。以积极延伸社会科学的服务职能为契机,哈佛大学敏锐捕捉公共政策需求、有效拓展经费来源、准确定位服务领域,在短短的20余年间建成了令世人瞩目的一流大学"智库群"。以哈佛大学"智库群"的崛起历程和建设路径为参照,我国在发展中国新型高校智库的过程中,应明确高校与高校智库的科学定位,敏锐捕捉公共政策需求,积极开展体现自身学术优势的研究活动。Harvard University is one of the earlier universities that has carried out the construction of think tank. In the last 20 years, by taking vigorously extending the function of social science service as an opportunity, Harvard University has constructed the outstanding ＂think tank cluster＂ to meet the public policy needs, enlarge the funding sources and find the service area precisely. According to the development and constructive path of ＂think tank cluster＂ in Harvard University, we should put up the construction of the new-type university affiliated think tank with Chinese characteristics through the following ways ： clarifying the relationship between the university and its think tank, perceiving the needs of public policies, and carrying out policy researches that could reflect the academic advantages of universities.
