包容性视角下民族地区旅游业扶贫研究

摘　　要：旅游业的发展与当地的生态环境、文化资源、民众就业等多方面要素相关,通过发展旅游业以实现民族地区扶贫,更增强了旅游业的社会意义。从包容性视角看,民族地区旅游业扶贫不仅要从旅游业本身的业态特性来考虑其在民族文化、生态环境等多方面的关联影响,并且要以可持续发展为前提,兼顾多方面的权益保护。同时发展旅游业时要从其扶贫目的出发,以全面增长为目标,保障少数民族民众在旅游业中平等的参与机会,促进当地民众在旅游业中获得利益的公平化分配。The development of the tourism industry is related to the local ecological environment,cultural resources,people’s employment and so on. Tourism promotes the economic poverty alleviation in minority areas,which enhances the social significance of tourism. From the inclusive perspective,the development of tourism in minority areas reduces poverty,which not only from the characteristics of the tourism industry itself,and also considering the relationship of the tourism industry in the national culture, ecological environment, and other elements.Taking the sustainable development as the premise,the development of tourism should take into account various rights and interests protection. At the same time,the tourism industry should take the poverty reduction as the premise,with the goal of overall growth. We should ensure the equal participation of minorities in the tourism industry,and promote the fair distribution of the benefits of the local people in the tourism industry.
