摘　　要：政府职能转变视角下的公共安全管理要以政府职能的重新解读为起点,通过对公共安全与社会稳定、公共安全与公共服务的辩证分析来加深理解;学科体系重构视角中的公共安全管理必须在公共管理学科体系现状分析的基础上,通过对公共安全管理与公共管理、公共安全管理与危机管理的理性梳理来进一步感悟;全面依法治国背景下的公共安全管理,要求注重做好寻求公共安全法治的根据、补齐公共安全法治的短板和加强公共安全法治的保障等工作。The launching point to interpret the public security management during the process of transforming the government functions should be a new interpretation of the government function, based on which a dialectical analysis of the relationship between the public security and social stability, public security, and public service should be achieved. The restructuring of the public security management as a discipline should be based on the analysis of the status quo and further comprehended through a rational review of the relationship between the public security management ＆ the public management and between the public secu- rity management ＆ the crisis management. The law-based management of national affairs demands that the public security management should conform to law and rationality; flaws and gaps in the law-based public security management should be fixed; and safeguard measures should be taken to guarantee the implementation of the law-based public security management.
