澳大利亚公共图书馆联盟战略规划的实践与思考

摘　　要：依据澳大利亚公共图书馆联盟(APLA)2015-2018战略规划的内容,本文从愿景、使命、价值观、目标体系及实施方案5个方面对其战略内容进行了系统分析,认为其战略规划的特点体现为战略规划的连续性和创新性、战略规划的多元性、战略实施的多样性,并结合我国公共图书馆联盟战略规划的现状以及APLA战略规划的经验,从战略规划的制定以及战略具体工作的规划指导两方面,提出了我国公共图书馆联盟战略规划发展需注意的六个问题。Based on the contents of strategic planning of Australian Public Library Alliance （APLA） from 2015 to 2018, this paper analyses the con- tent from aspects of vision, mission, values, goals system and strategic program. From the perspective of strategy development process, this paper analyses the features of strategic plan reflected continuity and innovation, divexsity, strategy implementation diversity. Combined with Chinas Public Library Alliance and experience of APLA strategic plan, from two aspects which are the establishment of strategic planning and strategic planning guidance, this paper also raises six issues of Public Library Alliance in the future that should pay attention to strategic planning and development.
