摘　　要：合理确定中央与地方各级国土资源主管部门矿业权审批权限,对推动矿业权审批制度改革、转变管理职能具有重要意义。本文通过对中华民国以来我国矿产资源相关法律法规进行梳理,理清了我国矿业权分级审批制度发展演变历程,总结了矿业权分级审批管理现状,指出了管理中存在的主要问题,提出了健全完善矿业权分级审批管理制度的政策建议,为推进矿业权审批简政放权、放管结合、优化服务提供借鉴。Rational division of the examination and approval authority of mining rights between the central and local departments of land and resources ,has the vital significance to promote the reform of the mining rights approval system. This paper reviews the laws and regulations related to the mineral resources since the founding of the Republic of China, clarifies the evolution of the grading examination and approval system of mining rights, summarizes the current situation of the grading examination and approval of mining rights, points out the main problems existing in the management, and puts forward the policy suggestions to improve the grading examination and approval system of mining rights. It provides reference for examination and approval of mining rights on streamlining administration, delegating more powers to lower-level governments and society, and improving regulation and optimizing services.
