浅析新型城镇化下失地农民补偿安置问题

摘　　要：以新型城镇化进程中的失地农民为研究对象,通过对货币安置、土地换社保、留地安置、入股安置等4种主要的补偿安置途径的比较,发现在补偿方面,存在标准测算、分配不合理的问题;在安置方面,存在身份转换、就业困难、社会保障体系不健全的问题.认为必须将补偿与安置相结合,探索多元化的补偿安置方式,构建更加科学的征地补偿标准,合理分配土地增值收益,加快农民"市民化"速度,拓宽就业渠道,建立全面的社会保障体系,更好地保障失地农民权益.Taking the land‐lost peasants in the process of new urbanization as target and comparing four main compensation and resettlement way ：monetary resettlement mode , land for social security mode , keeping land allocation mode and stockholder resettlement mode , we summarized that there are problems on the standards of measurement and distribution in terms of compensation , and it is difficult for land‐lost peasants to change status , get jobs and the social security system in terms of resettlement . Some suggestions are put forward that it is necessary to combine the compensation and resettlement , and by exploring multiple compensation ways of resettlement , building a scientific compensation standard , distributing the land value‐added income justly , accelerating the process of peasants’ being citizen , broadening the employment channels , establishing a comprehensive social security system . Only in this way ,can we protect the interests of land‐lost peasants better .
