摘　　要：加勒比地区是对全球气候变化影响最小的地区,却是全球面临气候变化不利影响威胁最大的地区之一。气候变化不仅阻碍了该地区国家的经济发展,更威胁到这些国家及其人民的生存。为了维护国家安全和利益,加勒比国家一直积极参与全球应对气候变化进程,一是为了寻求国际支持,推动进程向有利于自身的方向发展;二是为了提高地区气候治理能力。加勒比国家参与全球应对气候变化进程的主要策略包括积极参加国际气候谈判,最大限度地争取话语权和主动权;以及积极争取国际援助进行地区气候治理。加勒比地区参与全球应对气候变化进程取得了较好的成效,其关于气候问题的主张得到一定程度的实现,提高了在国际事务中的影响力,并提升了地区应对气候变化的能力。中国应加强与加勒比国家在气候问题上的合作,通过巩固双方在国际气候谈判中的合作、增强在地区气候治理方面的合作和实施综合立体的合作模式等路径维护双方在全球气候治理进程中的权益,并促进双方关系的全面发展。The Caribbean is a major victim of climate change in the world though being one of the regions imposing minimal impacts on global climate. Climate change is not only related to economic development of the region,but also the premier existential issue facing regional countries. To safeguard economic interests and national security,regional countries continue to be actively involved in the global response to climate change so as to gather international support and improve their governance ability on climate change. Their main strategies include active participation in global climate negotiations and the measures to gain international assistance to address climate change. They have raised their voice on climate change in the international community and succeeded in inserting their claims in the emerging global consensus. Based on common concerns over climate change,China should seek to promote cooperation with regional countries on related issues by coordinating positions in climate negotiations, developing partnership in regional climate governance and establishing a comprehensive model of cooperation. It can be concluded that these cooperation will greatly contribute to bilateral relations between China and Caribbean countries.
