摘　　要：简述了合同能源管理的概念和特点,其最大特点是节能项目投资全部由节能服务公司负责,项目投资盈利由节能服务公司和企业按一定比例分享。简要介绍了包钢应用合同能源管理实施节能改造的实践及效果,同时提出了应用合同能源管理实施节能改造的注意事项。In the paper,the concept and characteristics of energy management contract（ EMC） are briefly elaborated.Its main feature is that energy conservation service company is responsible for all investment of energy saving project and profit is shared by the energy conservation service company and enterprise with a certain proportion.Moreover,it is briefly introduced the practice and effects of energy management contract in energy saving reformation of Baotou Steel as well as proposed the matters needing attention.
