摘 要:一直以来我国农村公共品供给制度采取自上而下决策体制,导致了农村公共品供给"最后一公里"难题。成都市公共品供给制度创新实践从资源输入方式改革入手,通过激发村级组织的积极性形成自下而上的新型决策体制,从而实现了国家自上而下资源输入与农民公共品需求的有效对接,化解了这一难题。成都市公共品供给制度创新在实践层面化解了"最后一公里"难题,不仅具有重大理论意义,而且对全国农村公共品供给实践具有重要借鉴意义。The supply system of rural public goods in our country has always taken the decision - making system from top to bottom,which results in the problem of the "last kilometre" of the supply of the rural public goods. The reform of Chengdu public goods supply system proceeds with resources input, and forms the new policy -making system from bottom to top by stimulating the enthusiasm of the organization at village level, so as to realize the effective coincidence between the national resource input from top to bottom and farmers' demand for public goods, and solve the problem of the "last kilometre", which not only has great theoretical significance, but also has an important reference significance for the practice of the supply of rural public goods in our country.
