摘　　要：科技创新是实现产品更新换代的核心环节。推动科技创新,需要一定的科研经费来提供资金保障和人力支持。科研经费管理存在着"经费分配低效、经费管理无序、经费使用违规"等问题,严重滞碍了科技创新的进度。为规范科研经费使用,提高科研经费的使用效益,必须在分析科研管理问题成因的基础上,积极推动科研经费管理机制创新,发挥好制度保障作用,真正激发科技创新的活力,为实现"大众创业、万众创新"提供智力支持。The innovation of science and technology is the core link of implementing product upgrading. The promotion of scientific and technological innovation requires a certain amount of funds for scientific research to provide financial security and manpower support. However, there are some problems in the management of funds for scientifc research such as low - efficient allocation, disorder management, illegal use, etc. , which obstructs the technical innovation progress seriously. In order to regulate the use of funds for scientific research and improve the efficiency in the use of funds for scientific research,we must actively promote scientific research funds management mechanism innovation and play a positive role in the protection system, really stimulate the vitality of science and technology innovation based on analysis of the causes of the problem of the management of scientific research, and provide the intelligence support to realize ＂starting up private enterprises, bringing forth new ideas by millions of people＂.
