摘　　要：本文界定了制度、政策、创新的概念及其关联,基于系统论视角,构建了一个支撑和引领创新的制度与政策分析框架,通过文献挖掘,对不同国家和地区的创新制度与政策做了汇总分析。研究认为,创新制度与政策正呈现日趋综合性、关注全过程、更加开放、更加注重扶持中小企业、更致力于人才引进以及知识产权形成的贸易壁垒加剧等特点,其方向在于构建完整的创新生态系统。据此,提出中国制度框架与政策体系设计的总体思路与建议。This paper attempts to define the concept of system, policy and innovation as well as their relationship. Furthermore, using the system theory, it constructs an institution and policy analytical framework which supports the innovation. The paper analyzes innova- tive system and policies of different countries and areas by means of data mining. The research shows that innovative system and policies have the characteristics of comprehensiveness, paying attention to the whole process, more opening, more supports on small and medi- um-sized enterprises, more efforts to introduce talents and trade harrier aggravation caused by intellectual property. It has the tendency to construct an innovative ecosystem. Accordingly, the paper presents the general thought and suggestions on the design institutional framework and policy system of China.
