摘　　要：本研究构建企业科技成果转化的三阶段递推CDM模型,以北京市海淀区企业为例,对企业创新能力的提升过程进行实证研究。研究发现,企业的创新初期需要政府和金融机构的政策和资金支持,引导各类创新要素在企业层面集聚,增强企业创新动力;伴随企业创新向纵深发展,自主创新的关键环节应向管理要素方向转变,增强企业创新稳健发展的内生机制。因此,应强化不同金融工具间的协同与配合,拓宽企业融资渠道,完善支持北京科技成果转化的多层次资本市场服务体系。Using the enterprises in Haidian District as examples, it constructs the three stage recursive CDM model, to study the en- terprise innovation ability promotion process. We find that, at the early stage of the innovation, the enterprises need government and fi- nancial institutions funding support, to guide the agglomeration of innovative elements at the enterprise level and enhance the power of enterprise innovation. With the enterprise innovation to develop in depth, the key link in the process should change to the direction of the management elements and enhance the endogenous mechanism for the healthy development of innovative enterprises. Therefore, we should strengthen the coordination and cooperation between different financial tools, to provide different channels of innovation capital for hi-tech enterprises and improve the multi-level capital market service system to support Beijing Science and technology achievements transformation.
