摘 要:1855年,黄河在铜瓦厢决口,此后漕运路分南北,治河、修河成为晚清重要的内政。光绪元年,曾国荃临危受命,出任东河河道总督,期间多方筹集经费,改善运属长夫生计,修治河道、堤坝,试图恢复河运。但是河湖淤塞、河务繁杂、河帑短缺、河员贪腐等因素制约了其治河,故收效甚微。In 1855, the Yellow River burst at Tongwaxiang in Henan province. Then water transport was divided into north and south road. Rivers administration and maintenance had become the most important internal affair of the late Qing Dynasty. In the first year of Emperor Guangxu, Zeng Guoquan was appointed governor of East River. During this period, Zeng Guoquan raised funds for im- proving the livelihoods of the canal soldiers, and repairing rivers and dams. He also tried to restore river transport. Because of seriously silted river and lake, complicated engineering work, shortage of money, and corruption of the officers, Zeng Guoquan' s measures had little effect.
