摘　　要：推动党内法治、国家法治、社会法治同步发展,以促进"依法治国、依法执政、依法行政共同推进,法治国家、法治政府、法治社会一体建设"新战略的实施,这是全面推进依法治国,加快建设法治中国的必由之路。宪法是中国法治建设的根本依循,从宪法出发,紧紧围绕宪法全面推进依法治国,应当突出宪法对法治政党、法治国家、法治社会建设的根本意义。宪法精神走进执政组织的党章和社会组织的章程,融入政党政治、国家政权运作和社会生活各方面,将有利于形成由宪法携手执政党章程和社会组织章程主导法治中国建设的局面。突出宪法对全面推进依法治国的统率作用,以宪法精神和规范驾驭法治中国建设过程,重在完善以宪法为核心的国家法律制度体系、以党章为核心的党内法规制度体系、以章程为核心的社会规章制度体系,逐步形成党内法治联动国家法治、带动社会法治的社会主义法治建设新常态。The only way to comprehensively promote the rule of law and accelerate the construction of the rule of law in China is to develop Rule of Party, Rule of State and Rule of Society and implement the new strategy of promoting rule of law, governance according to law jointly with administration according to law and building law - based state, law - based government and law - based society. The Constitution is the foundation for rule of law in China. To comprehensively promote the rule of law on the basis of Constitution, the significance of Constitution on law - based state, law - based government and law - based society should be focused on. The spirit of Constitution integrating with politics, power operation and society which is adopted by ruling parties and community organizations is beneficial tor Constitution to lead the construction of rule of law in China together with the Party Char- ter and social organization regulations. The most important factor for comprehensively promoting the rule of law according to Constitution and construetion of law - based China is to complete state legal SYstem centered on the Constitution, Inner - Party legal system centered on Charter and community legal system centered on Regulations, which gradually leads to the New Normal of construction of soeialist rule of law which is Inner Party rule of law triggers State and soeiety rule of law.
