非正规就业人员社会保障的困境与抉择——以内蒙古为例

摘　　要：非正规就业人员随着我国"全民创业"的发展必然不断增加,他们的社会保障也是"全民参保"的重要内容。笔者从缴费型的社会保险和非缴费型的社会救助、社会福利两个维度分析了内蒙古非正规就业社会保障的困境。通过研究,提出走出困境的抉择,具体包括:改革缴费型的社会保险制度、完善非缴费型社会救助和社会福利制度、增强非正规就业人员的参保缴费能力。该研究结论对我国现行非正规就业社会保障制度改革有一定的指导意义。The number of informal employment will increase with China all -round pioneer, their social security is an important part ofuniversal insurance. This paper analyzes the informal employment social security from two aspects of contributory social insurance andnon - contributory social assistance and social welfare predicament in Inner Mongolia. At last, the paper puts forward the solution, in-cludes： reform the contributory social security, improve social assistance and social welfare system, enhance insurance payment capa-bility of the informal employment. The conclusion of this paper has a certain significance for our current informal employment reform so-cial security system.
