摘 要:构建有效的成本分担机制是实现农业转移人口市民化的关键。主动型转移人口和被动型转移人口在市民化过程中呈现不同的特点,市民化成本分担能力不同,对于市民化有不同的诉求。中央政府、地方政府、企业和个人作为农业转移人口市民化成本分担主体,不仅有相对应的责任划分,也具有不同的成本分担意愿。成本分担机制的建立应体现农业转移人口内部差别化的特点,针对分担主体的意愿建立起相应的激励机制,有序解决农业转移人口市民化过程中的问题。It is inevitably important to establish an effective cost -sharing mechanism to make the agricultural transfer population become the real citizens in China' s urbanization process. Different types of agricultural transfer population have differentcharacteristics and different cost - sharing abilities. And their demands for citizenizationare also different. Meanwhile, there aredifferences among the central government, local government, enterprises and agricultural transfer population, which are the cost sharers, not only in the responsibilities but also in the wills of citizenization. Hence, the establishing of cost - sharing mechanism should reflect the internal differentiation of agricultural migration population and set up the appropriate incentive system according to the cost - sharing wills in order to realize the agricultural transfer population citizenization.
