摘　　要：我国互联网彩票业在开创了火爆销售局面后却突然接到了一纸停业整顿通知,且并未在今年年初如期拉开重启大幕。此次专项审查行动揭露出了佣金分配失衡、公益金去向不明、"坐私庄"现象频发以及未成年人购彩等诸多乱象,同时也显示出了《彩票法》缺位状态下监管工作开展的混乱局面。在重启前夕,有必要将当前暴露出的问题与《彩票法》的制定统一起来,在解决这批问题的同时实现监管体制的重组和工作思路的转变。China＇ s Internet lottery industry had created a booming market in 2014, a notice of stopping the business for a internal reflection, which is still in function however, it suddenly received at the beginning of this year This special review action has revealed some chaotic phenomenons like the unbalance of commission distribution, the uncounted public welfare fund, the existence of private banker, selling lottery to juveniles and many other problems that happened because of the absence of Lottery Law. Before the restart, these problems should be bounded with the Lottery Law＇ s legislation. The lottery supervision system should be reconstructed, and the work ideas should be switched as well.
