农业新常态背景下基层农业技术推广队伍改革路径选择——基于全国10个省区的调研

摘　　要：农业技术创新作为农业新常态背景下转变农业发展方式的重要环节,对实现农业科技成果转化与现代农业的提升发挥着重要作用,而作为农业技术创新与推广的主力军,基层农业技术推广队伍是实现这一目标的重要力量。面对中国农业"两板挤压"、"双灯限行"与"六产开拓"的新常态,如何发挥好90余万农业技术推广人力资源对转型期中国农业的促进作用将成为未来很长时间内解决中国农业技术推广"网破、线断、人散"的重要举措。通过对全国10个省区的问卷调查,提出必须从优化基层农技推广队伍组成结构,改革考评体制,加大人员培训力度,完善体制吸纳等几方面来进行改革。Agricultural technology innovation, as an important part of changing the agricultural development methods un der the background of the agricultural new normal, plays an important role in the agricultural science and technology a- chievements transformation and modern agriculture improvement. Grassroots agricultural technology extension team which act as the mainstay of agriculture technology innovation and extension is one of the important forces to achieve this goal. In the face of agriculture new normal of ＂the extrusion between ceiling and floor ＂,＂ yellow light and red light re- strictions＂ and ＂the sixth industry development ＂ in China, the key to solving the ＂network breaking, line breaking, peo- ple scattered＂ is to develop the function of nine hundred thousand agricultural technology extension of human resources. Through the questionnaire survey in 10 provinces and municipalities, this paper point out reform should be done by opti- mizing team structure at of grassroots agricultural technology extension, reforming the appraisal system, strengthening personnel trainin andperfecting the system＇s absorbing capabilities.
