山西省城乡居民基本医保制度一体化对策分析

摘　　要：社会各界对医保一体化的呼声日益高涨,整合城乡医疗保险制度势在必行。鉴于城镇职工医疗保险制度与城镇居民医保、新农合制度之间的差异较大,率先整合城居医保与新农合制度成为了学界与政府部门的共识。文章立足山西省情,认为城乡居民医保制度一体化适合山西发展需要,并从经济发展、城乡差异、管理体制等角度分析制约一体化的具体因素,提出山西省城乡居民医保一体化的对策建议,为山西省整合城乡居民基本医保制度提供智力支持。The appeal for integration of the community health care from all walks of life is growing so it is imperative to integrate urban and rural medical insurance system. In view of the difference of health insurance system between urban workers and urban residents and farmers, the integration of the urban residents＂ health insurance and the new rural coop- erative medical system has become the consensus of the academic community and government departments. Based on the actual situation in Shanxi, it argues that the integration of urban and rural residents＂ medical insurance system fit with the development of Shanxi. Then, it analyses the specific factors that hinder the integration from the economic development, the urban and rural differences, the management system. It also put forward the countermeasures in order to provide in- tellectual support for the integration of urban and rural residents.
