包头市生态文明制度建设研究

摘　　要：从生态文明政策等方面阐述了包头市生态文明制度建设的现状;指出了包头市生态文明制度建设中存在着生态文明意识的普及率较低、领导干部和公务员政绩考核体系中生态文明指标所占比重低、主体功能区战略实施滞缓和环境保护管理不力等问题;提出了加强生态文明制度建设研究、完善生态文明制度和加强生态文明制度的实施等措施。From the perspectives of policy of ecological civilization, this paper expounds the present situation of the construction of ecological civilization system in Baotou ; Low penetration of ecological civilization consciousness, low ecological civilization index proportion in leading cadres and civil servant＇s performance assessment system and ineffective management of environment protection are pointed out in the construction of ecological civilization system in Baotou. We put forward to strengthen the construction of ecological civilization system research, improve the sys- tem of ecological civilization, and strengthen the implementation of the system of ecological civilization construction of ecological civilization, such as system measures.
