村干部素质、基层民主与农民收入——基于CHIPS的实证研究

摘　　要：利用CHIPS2002的村级调查数据,本文验证了在中国农村经济发展中以村长和村支书为代表的村干部的高等教育背景与企业管理经验对农民收入的提升作用。本文发现村干部个人素质主要通过两种途径影响农民收入:第一,高素质的村干部更有利于带动村庄引进外部投资,更能为村庄提供良好的支农服务以增加农民收入;第二,高素质的村干部与上级政府部门的交流更加密切,这种政治关联对提高农民收入有着显著影响。另外,在基层民主制度下进一步考察村干部的个人素质对农民收入的影响,本文发现基层民主制下选拔出来的学历高、懂管理的高素质村干部对农民收入的提升作用更加明显。本文的结论对于通过完善村干部选拔机制和加强基层民主制度建设来提高农民收入有着重要意义。Using CHIPS2002 village-level survey data,this paper verified the enhance effect of village cadres’ personal educational background and business management experience to farmers’ income. Village cadres major impact farmers’ income in two ways,firstly,high-quality village leaders can bring the village to introduce investment,and also can provide better support and public goods for agriculture to increase farmers’ income. Secondly,High-quality village cadres have communication with the government departments more closely,this political association has a significant impact on farmers’ income. In andition,investigating the effects of village cadres personal quality to farmers’ income under village democracy,this paper finds that village cadres who have high educational background and business management experience have higher effect on farmers’ income under grassroots democracy institution. This finding has significance great significance on increasing farmers’ income by improving the policy of village cadres selection and village democracy.
