摘　　要：欧洲一体化为难民和移民问题做了制度安排,但结果仍然偏离了政策预期。难民危机在制度与结构上对欧盟难民治理体系造成了巨大冲击,也揭示了欧盟治理的内在缺陷。如果欧盟的应对不能突破这一治理框架,就无法摆脱难民治理理想与现实之间的"两难"。Although there are institutional arrangements for the issues of refugee and migration in European integration, the outcome of such arrangements still deviates from the policy expectations. Exerting great impact on the institution and structure of European refugees governance system,the crisis also reveals the inherent defects of the EU governance. If EU fail to break through the current governance framework when tackling this crisis,it would drop into the dilemma between the ideality and reality.
