摘　　要：2010年9月和2012年7月,山西省吕梁市发生两场特大暴雨洪水灾害,给一些村庄带来了巨大财产损失和人员伤亡。通过对两场洪灾的深入调查,剖析了导致成灾的自然因素、主观因素、技术因素和管理因素,提出了提高防洪工程建设标准、增加防洪工程建设投入、加强防洪设施工程管护、完善防汛抢险应急机制、强化水利行业法制建设等建议。Two extraordinary rainstorm floods happened in Lvliang City of Shanxi Province in September 2010 and July 2012, resulting in huge property losses and casualties to some villages. Through investigations to these disasters, elements lead to disasters, including natural, subjective, technical and managerial factors are evaluated. It is suggested to upgrade standard of flood control works construction, increase input, intensify project management, improve, emergency and rescue system, strengthen legislation and legal systems.
