摘 要:针对传统水资源配置模式存在规范化、业务化程度不高,可操作性差,无法适应发展变化等问题,提出面向水资源配置的主题及管理服务新模式。该模式以综合集成平台为支撑,通过配置业务主题抽取,并进行业务化,将水资源系统网络图和配置流程予以展示,基于云计算进行主题服务、组件管理,通过主题知识图、组件可灵活快速地搭建水资源配置系统。在陕西省水资源配置中开展实例应用,构建水资源配置管理系统,按行政区域、流域及重点区域3种应用主题分别实现新模式的应用,使水资源配置工作智能化、可视化,将业务过程流程化、动态化,工作方式更为实用。研究结果表明:面向水资源配置的主题及管理服务模式具有可操作性、动态性,能适应水资源配置及管理的发展变化。In order to solve the problems such as the level of standard and business not high, poor operability and unable to adapt to the development and change in traditional water allocation model, this paper puts forward a new dynamic configuration model oriented water resources allocation. Based on the meta-synthesis platform, by configuring business subject extraction and operational application, this model shows the water resources system network diagram and allocation process, based on cloud computing to manage subject and component services. It can construct water resources allocation system flexibly and fast through subject knowledge map and components. Application in the water resources allocation of Shanxi province shows that the theme and management service of water resources allocation in telligentized and visualized water resources allocation business, process and dynamic the business procedure to make the management mode more practical. The theme and management service of water resources allocation, in view of its maneuverable and dynamic features, is able to adapt to dynamic development of water resources allocation and management.
