摘　　要：对我国部分大中城市停车问题进行调研结果显示,"停车难、停车乱"的问题已日趋严重,停车供需矛盾尖锐,违法停车已居各类交通违法之首,乱停车问题对城市交通运行影响较大。停车问题不仅是民生热点,同时也是道路交通管理的难点。据统计,一些大中城市50%以上的交通报警与"乱停车"有关,这对公安交管部门的勤务和警力造成严重的干扰和浪费。本文在总结城市停车管理现状的基础上,分析了城市停车管理的困境,并从停车供给侧、停车需求侧和停车供需匹配方面提出了城市停车管理的创新与变革之策,以期提升交通管理效能,保障城市交通的高效运行和可持续发展。The results of a recent national-wide survey on urban parking management indicates the seriousness of parking problem in China. Because of the great gap between the parking supply and demand, parking especially in urban areas becomes quite difficult and the parking order is worsening. Over 50% of traffic-related police emergency calls are reportedly related to disordered and illegal parking. The disordered and illegal parking not only affects the urban traffic, but also wastes the police resources. In this research, the parking management dilemma is analyzed based on reviewing the current situation of urban parking management. In order to promote the effectiveness and efficiency of traffic management, a few reformative and innovative parking management solutions are proposed from the aspects of supply, demand and supply-demand match. The proposed solutions can be adopted to ensure the efficient operation and sustainable development of urban traffic.
