河南省高速公路鲜活农产品运输“绿色通道”固定验货点布设规划研究

摘　　要：高速公路"绿色通道"是国家针对车辆实施的通行优惠政策。为保证该政策有效实施,防止货运车辆假借绿通车辆逃避高速公路通行费,需在全省布设固定验货点用于查验绿通车辆,而绿通车辆固定验货点的建设需要大量的经费投入,需要合理布设验货点。选取2014全年全省绿通车辆数据对绿通车辆运行情况进行分析评价;用Trans CAD软件进行交通分配,布设优化验货点位置;对"绿色通道"固定验货点建设提出相应的意见与建议。Highway green channel is the national implementation of preferential policies for vehicle. In order to ensure the policy implementation effectively and to prevent freight vehicles under the guise of green channel vehicles escaping from highway tolls, we should deploy the inspection point in the whole province to check green channel vehicles. Green channel vehicles fixed point inspection construction requires a lot of investment, so we need reasonable layout inspection points. We analyse and evaluate green channel vehicle operation situation using 2014 entire province green channel vehicle data. By using soft ware of TransCAD to traffic assignment and optimizing the inspection point location, We put forward some corresponding suggestions.
