摘 要:针对关门海峡航道安全风险的现状,从系统工程角度,采用层次分析法的基本原理,充分考虑人、船舶、环境和管理等方面对航道安全影响,建立航道安全性评价模型,并运用模糊数学构建了隶属函数,求得航道安全风险的模糊评判矩阵,通过模糊评判获得了航道安全性综合数值,结果表明该评判方法能够立足关门海峡航道内船舶航行的需要,综合关门海峡安全风险状况,为过往船舶安全航行提供指导,同时为航道安全管理部门提供决策依据。Based on the current situation of Kanmon strait security and safety, this essay es- tablishes the channel safety judgment model, using AHP (analytic hierarchy process), tak- ing the impact of people, ship, environment and management on channel safety into full con- sideration. In addition, subjection function of factors sets was determined based on fuzzy mathematics, and then judging matrix was also gained. Through fuzzy judgment, complex judgment point was obtained respectively for the security and safety of channel. The result shows that this method is scientific and rational for channel safety judgment and security &risk comprehension in Kanmon Strait, which is of help in guiding the ship and offering de- cision standard for the channel enterprise.
