立足公众档案需求的档案事业发展路径研究

摘　　要：当前档案事业发展的出发点与落脚点更多地转向社会公众,但低迷的公众档案需求严重制约了档案事业的发展。本文分析了公众档案需求在档案事业发展中的原动力意义及作用原理,并基于现实观察,结合库尔特·卢因的"解冻、变革、再冻结"三阶段变革理论,提出了拉动公众档案需求以强化档案事业发展的"激发""响应"和"稳固"措施。As the goal of archive undertaking turns to the public, the achival demand of them, which is greatly in a low state, becomes a major obstacle of the development of archive undertaking. This paper analyzes the meaning of public＇s archival demand as motive power in the development of archive undertaking and the action principle of it. Based on the observation of the reality, the paper suggests that the public＇s achival demand should be stimulated, responded and stabled to strengthen the motivation for the development of archive undertaking, according to Kurt Lewin＇s theory： changing as three steps, just unfreezing, moving, and freezing of group standards.
