天津古海岸与湿地国家级自然保护区生态补偿标准及关键技术研究

摘　　要：以天津古海岸与湿地国家级自然保护区为研究区,针对目前存在的湿地生态补偿标准"一刀切"、缺乏具有可操作性的补偿标准等问题,以实现生态补偿的空间差异性为目标,建立了基于空间级别范围的天津古海岸与湿地国家级自然保护区生态补偿基准价核算模型,重点从补偿核算标准和补偿级别范围两个关键技术出发,进行方法设计和应用研究。通过充分考虑不同土地利用类型的生态服务价值,划分了生态补偿级别范围,建立了生态补偿基准价和指导价两套标准,限定了保护区土地占用补偿的准入门槛,提高了保护区管理的规范和公平性,为其它湿地自然保护区生态补偿的顺利实施提供借鉴和技术支持。This research was done in Tianjin Ancient Coast and Wetlands National Nature Reserve. For the problems of one-size-fits-all style and the lack of maneuverability in compensation standards, a calculation model was established based on space level scope of ecological compensation, aiming at reflecting the spatial difference. The design of method and the research of application in this paper mainly focus on the accounting standards and the level of compensation. Through full consideration of the ecological service values of different land use types, the ranges of ecological compensation levels were divided, and the standards of reference price and guide price were established. Therefore, the threshold of entry to the compensation of land occupan- cy was limited, which improved the normalization and fairness of management in the area protected. The resuits of this paper could be a reference to the ecological compensations of other wetlands in the nature reserve, and the technical support was also provided for implementation.
