摘　　要：[目的/意义]对国内现存的14部地方图书馆法规和规章进行比较研究,总结出其对我国图书馆立法建设的启示。[方法/过程]从图书馆法规和规章制定目的、适用范围、图书馆定义、图书馆经费、图书馆服务、图书馆设置、文献资源建设与布局、图书馆事业管理体制、人员任命9方面对14部地方图书馆法规和规章进行全面分析,发现我国地方图书馆法规和规章中的一些特点和存在的一些问题。[结果/结论]我国图书馆立法建设应该注重以下方面:图书馆法规和规章需要随着社会的发展而及时修订;图书馆经费数量规定应具体化、数量化、指标化;加大知识产权保护力度;增加危机管理相关条款;法规和规章中增加政府部门的法律职责。[ Purpose/significancel By analyzing and researching the fourteen local public library laws and regula- tions in China, this paper sums up the enlightenments of the library legislation to China. [ Method/process ] After analy- zing the fourteen local public library laws and regulations in nine aspects, including library law purposes, library regula- tions adopting scope, library definitions, library funding, library services, library systems, literature resource construction and layout, librarianship management system, appointment of librarians, this article discovers some advantages and shorta- ges. [ Result/conclusion] The future development of the library legislation in China should pay attention to the following contents ： the library laws and regulations revising according to the development of society, the clauses of library funds be- ing detailed, strengthening the protection of intellectual property rights, increasing crisis management related provisions, increasing the legal responsibilities of government departments.
