产业导向的高新区知识产权融资服务体系构建研究

摘　　要：高新区产业发展需要知识产权的导航,知识产权融资需要服务于高新区产业转型发展。文章从政府、产业、中介三个层面构建了产业导向的高新区知识产权融资服务体系,注重打造政府政策的细分机制、产业知识产权融资的分类机制、知识产权中介和产业中介的融合机制。通过苏州工业园区知识产权融资服务案例来验证融资服务体系的有效性,从中寻找产业知识产权融资服务发展方向。据此图景,从产业导向融资政策的建立、科技中介服务的细分、产业金融服务的深化等方面提出完善策略,推进高新区知识产权融资服务体系的建设意见。The industrial development of hi-tech zones needs the guidance of intellectual property （IP） rights and the IP financing should help the industrial transformation development. This paper constructs a industry-oriented IP financing service system for hi-tech zones with three levels of the government, the industry and the intermediaries. It emphasizes on the subdivision system of governments＂ policies, and classification system of industrial IP financing, and the fusion mechanism of IP intermediaries and industry intermediaries. The effectiveness of this financing service system is verified by the case of IP financing service of Suzhou Industrial Park and the development trend of IP financing service is also been found in this case. On this base, in order to advance the construction of IP finan- cing service system for hi-tech zones, improvement strategies are presented in the aspects of introducing industry-oriented financing policies, subdividing the services of scientific and technological intermediaries, and improving industrial financing services.
