摘  要:辽河流域水污染物总量减排相关措施已实施多年,准确衡量现有减排措施的实施效率,是回顾减排成果以及引导未来减排措施实施方向的重要一步。通过运用数据包络分析(DEA)方法中的C^2R模型和BC^2模型以及超效率DEA模型,对辽河流域水污染物总量减排措施的实施效率进行评估,选取3类有代表性的工程、结构和管理类减排指标为投入性指标,选取流域COD削减量和氨氮削减量作为产出指标。评估结果显示,近几年辽河流域水污染物总量减排措施的实施效率均值为0.965,有6年均达到了DEA有效,其中技术效率水平已经很高,非DEA有效年份的主要影响因素为减排措施的规模,以及管理类减排措施存在较多冗余,需要在未来的辽河流域治理中得到重视。In summarization of the results and experiences of the total reduction measures of water pollutant emissions in Liaohe River Basin which have been implemented for years, a research was conducted using the data envelopment analysis(DEA) of C^2R model and BC^2 model as well as the super efficiency DEA model,focusing on the evaluation of implementation efficiency of the total reduction measures. In addition, the pollution abatement engineering, the local industrial structure readjustment and environmental surveillance and management were selected as representative input indicators, while reductions of COD and ammonia as output indicators. Results of the study showed that the mean implementation efficiency of the measures to reduce emissions of water pollutants in recent years was 0.965,of which six years reached the DEA effective with a high level of technical efficiency;the main factors of non-DEA effective years were attributed to the size of emission reduction measures that had been carried out and further improvement of the surveillance and management measures was needed in the future governance of Liaohe River Basin.
