摘　　要：针对新型军械装备维修器材保障筹措无标准、存储缺技术、供应针对性不强等难题,提出责权转移的保障方法,明确了责权保障的原则,分析了责权转移保障考虑因素,设计了责权转移保障的过程.Aimed at the difficult problems of lacking standards for fund-raising,lacking technology for storage,and lacking purpose in supply,this paper puts forward the concept of a support mode based on the transfer of responsibility and power.Principles governing the support responsibility and power are clarified,factors related to responsibility and power transfer are analyzed,and a design of the support process based on responsibility and power transfer is presented.
