超越行政边界:城市化、大都市区整体性治理与政府治理模式创新

摘　　要：大都市区是城市化进程的客观产物和重要特征。随着中国大都市区的成长,需要对大都市区的公共事务进行整体性治理。大都市区的整体性治理存在着行政边界与功能边界不一致的张力,需要冲破大都市区内部碎片化行政边界对区域整体性治理功能的制约,而传统单中心政府治理模式在本质上受制于行政边界,无法突破行政边界对大都市区整体性功能边界的制约。与政府不同,市场和社会主体能够跨越行政的边界,在不同行政辖区同时发挥参与治理的重要作用。因此,要冲破行政边界对大都市区公共事务治理功能的制约,推进大都市区的整体性治理,就需要推进政府治理模式创新,切实发挥市场和社会主体在公共事务治理中的作用。Metropolitan area is the objective product and an important feature of urbanization. With the growth of China＇s metropolitan area,it is necessary to practice the holistic governance of public affairs in metropolitan areas. However,as far as the holistic governance in metropolitan areas is concerned,there exists a tension in administrative boundaries and functional boundaries. To practice the holistic governance in metropolitan areas,it needs to break through the fragmentation of the administrative boundary constraints on the overall metropolitan governing function,while the traditional single-centered governance model,in essence,is subject to administrative boundaries and can not break through the administrative boundary constraints on the overall metropolitan governing function.Unlike the government,market and social subjects are able to cross administrative boundaries,while playing an important role in governance in different jurisdictions. Therefore,to break through the administrative boundary constraints on the overall metropolitan governing function,and promote the holistic governance in metropolitan areas,it needs to promote the governance model innovation,effectively playing the role of market and social subjects in public affairs governance.
