村(社区)党组织建设现状、问题与对策研究——基于重庆的调查与思考

摘　　要：加强和改进新形势下农村(社区)党建工作,是贯彻落实十八大精神、巩固党在农村(社区)群众基础与执政基础的重要举措。近年来,村(社区)党员与党务工作、党群干群关系、干部素质能力等各方面都受到严峻挑战。通过调查研究,摸清掌握了当前村(社区)党员与党务工作、党群干群关系、干部素质能力的总体状况,深入了解了其存在的倾向性问题,着重提出了探索解决问题的对策建议,对于我们在新形势下找准村(社区)党建工作的着力点与创新点,全面推进村(社区)党建工作走在全国党的基层组织建设的前头,增强党的群众基础与执政基础具有重要意义。Strengthening and improving the village（ community） Party＇s construction is an important step of implementing the Guiding Principles of the Eighteenth National Congress of the CPC,and consolidating the Party＇s mass base and the ruling foundation in the village（ community）. In recent years,Party members and the Party work,the relationship between the Party and the masses,and key members＇ qualification in the village（ community） have met large challenges. Through the investigation,the research group has basically mastered the overall condition of the Party members and the Party work,the relationship between the Party and the masses,and the cadre＇s qualities in the village（ community）. Besides,the research group has also better understood problems of political bias,and put forward the countermeasures and suggestions to solve problems,which is of great significance of getting the focus and innovation of the Party＇s construction in the village（ community） under the new situation,and comprehensively promoting the village（ community） Party＇s construction ahead of the Party＇s basic-level organization construction in the country,and enhancing the Party＇s mass base and the ruling foundation.
