安徽农村人力资本空心化的困境与对策

摘　　要：农村人力资本投资先天不足,农村劳动力又大量外出务工,农村建设主体日趋匮乏、弱化,加剧了农村的空心化,实质是农村人力资本的空心化。安徽农村人力资本短缺尤为严重,"妇女农业""老人农业"业已成为常态,为此,在深入分析安徽农村人力资本空心化现状、根源及影响的基础上,提出了鼓励外出务工人员回乡创业、引导大学生到农村发展、加强农业职业教育、加快现代农业建设进程等治理对策。The rural human capital investment is insufficient,the large amount of rural labors become migrant workers and the subject of rural construction is increasingly scarce and weakening,resulting in the hollowing in rural areas,the essence of which is the hollow condition of rural human capital. The shortage of human capital in rural areas of Anhui Province is particularly serious,the agriculture engaged by women and old persons has become a norm thing. Therefore,based on the depth analysis of status,causes and effects of Anhui rural human capital hollowing,this paper puts forward some countermeasures of governance such as encouraging migrant workers to return to their hometown to work,guiding college students to develop their entrepreneurship in the countryside,strengthening agricultural professional education and accelerating modern agricultural construction process,etc.
